So I just wrote down all the ones that I thought might make it, put them in order of preference (in the moment), and here's what I came up with:
Top 20
Expecting to Fly Time Fades Away Don’t Let it Bring You Down Everybody Knows this is Nowhere On the Way Home Ohio Broken Arrow Powderfinger Birds Wrecking Ball Long May You Run Running Dry (Requiem for the Rockets) I Believe in You Tired Eyes Harvest Moon Nowadays Clancy Can’t Even Sing Soldier Hold Back the Tears Bite the Bullet Walk On
Which makes these runners-up
Lookout Joe Sedan Delivery Winterlong The Emperor of Wyoming Down By the River Cinnamon Girl Southern Man Southern Pacific Rapid Transit Motor City Pressure Country Girl Hippie Dream Falling Off the Face of the Earth

Hard to fit in many surprises. This reads like a greatest hits but...

The thing about Young is... the things I love most in his work aren’t really whole songs. There are little musical moments, or a line in a song that mean more to me than his “best” songs.
Somebody listed Already One. That song has that line, “I can’t forgive how love lasts a while, and looks like forever the first place.” Or in Hangin’ on a Limb there’s that line, “there was something about freedom he thought he didn’t know.” Or the fact that he writes a verse about a spaceship, or Marlon Brando, or Rommel’s ring.
Or the riff at the beginning of Unknown Legend and the guitar swells in Don’t Cry. Or just the unadorned guitar sound all over Everybody Knows This Is Nowhere. Or the simplicity of Lotta Love’s opening la’ la’s.
I can’t think of another artist for whom a list of “best” songs misses more of what makes them great.

There's an additionl aspect about his music-. I have always considered Sleeps With Angels one of his finest records. The fact is that it is the whole album atmosphere what gets me hooked rather than the songs. In the end I included Train of Love in the list but it was more because I wanted to have something from that album than its own merits as a song (nice as it is)

Yeah, I feel the same way about Sleeps With Angels. It's the last 'real time' NY album I spent a lot of time with, and I really grew to love it. But it was more about the mood (I wrote 'melancholy' but deleted it - doesn't that describe so much of his work?)

Sent! It was tough for me as I'm not a huge fan but the top three were nailed on 1. Ploughing the Wheatfield 2. Hey Ma Rockin' Tonight La di Da. 3. Weary and Tired. You can't argue with that! I might attempt to use this classification also in the final score report.

I was expecting this from you.
I have to say I did listen to it upon your recommendation, and quite unexpectedly I found it a fascinating listen. I might even go for it once again.
Someday.

... Everybody I Love You ... I had the feeling you were talking about this song when you asked about NY being co-writer. Always wondered how much contribution he did have on that tune, it is SO Stills.
(not questioning your pick, mind)

Oh, I know it's not for everyone, and it's specific to the way I came to experience music this century, that is, like Metal Machine Music and one or two other long-form noise pieces, as ambient background music to my working, or, in later years, goofing around on the interwebz. I find it fills the job of destroying silence and sonic distractions, without supplying words to snag my brain and distract my attention when I was/am writing or editing, when I can't really listen to anything with lyrics. I read one or two things Young said about it, and it's definitely a studied, created work, rather than some off-the-wall experiment or prank. It has a dynamic of its own that emerges the more often you listen to. Give it another try when you can.

I'm going to go through everyone's lists and play some of the ones I'm less familiar with.
I was going to say something similar to DtFB - Neil doesn't really do perfect songs so much as string together perfect moments or sustain great moods. And my #1 owes a lot to Jack Nietzsche. Neil's talent is catching lightning in a bottle. He's certainly had an almost equal ability, since 1982 or so, to swing wildly and miss. As a result he can be a very frustrating artist to love. But as he does "transcendent" about as well as anyone, I'll deal, even if he's active for another 1/4 century and does crap.
