Cumbria is really hit and miss. Some beautiful spots and some dumps. Northumberland is the same.

The south east corner just north of Newcastle was a coal belt -- Ashington, Cramlington & Bedlington in particular, and Blyth was the port & docks. They've probably suffered more than anywhere else in the NE since the 70s. It was reckoned that Blyth had the worst drugs problem in the country per head a while back. The north and west of it is a rural wilderness by contrast.

Cumbria is the least densely populated county in the country, so you never saw any heavy industry. But Whitehaven was a major port in the 18th century, and coal mining was a big thing right up until the 80s. And Workington had a pretty sizeable steelworks for a while.
Sellafield is still the region's biggest employer, of course.

I thought Northumberland was the sparsest. There's nothing remotely like a city there, just market and pit towns.
