You could be right – or, more accurately, my idea of what's great coincides with yours - Dougie, although there is a fair bit of only good filler on Dare between the stand-outs. As you know, I don't really do albums (and I'm not that great on decades), but the only one that came immediately to mind as a pretender to the title was The Stone Roses.

OK, I just checked dates on Rate Your Music, and here's some other possibilities: whether they count as Pop is up to you Closer Thriller (OK, just me and possibly Jeffk and Dayodead on here, I realize that) Sister and Evol You're Living All Over Me the entire Smiths oeuvre (patchy, but only a little more so than Dare) (again, just me here) Psychocandy Isn't Anything Power, Corruption and Lies Sign 'o' the Times and 1999 etc. And I found one that is definitely perfect pop and probably in my view up there with Dare, although nothing on it as good as Don't You Want Me Baby - Nobody's Perfect by the Distractions, from 1980. Pop sensibilities, fine songs that alternate between upbeat and very vaguely punky, and warm and woozy, and a vocalist as suited to the songs as Oakey is to the cooler temperatures of HL. Whole album is here And bugger me, I found another one - I thought there was something I'd missed. Crazy Rhythms by the Feelies is a top 10 all-time album for me (even with a Beatles cover on it!), although perhaps not as pop-soaked as Nobody's Perfect. I just love those twin guitars. In fact I think I'm gong to stop posting and listen to it again

The Stone Roses is a good shout but I feel a great pop album should have those big 45 moments too that crack the charts and send people onto the dancefloor. The Roses was an indie thing which is not to belittle it but it doesn't quite ring true for me.
Some other ones...
Prince - Dirty Mind. The revenge of the Mac Madonna - the debut is an overlooked gem but you could pick Like A Virgin as well. At her best when she still updating girl group records for the 80s If you want Weird pop then Doolittle by The Pixies

If we're looking to an obvious Brit n' brash pop smasher from the same era as Dare, should Duran Duran's Rio be thrown into the mix?

everybody is entitled to an opinion. my opinion is that "a walk across the rooftops" WAZZES all over "dare" from a great height. (splashing sound for dramatic effect)
