"Perfect" and "pop" are both constantly moving targets, but sticking to roughly the same period I'd say this beats it on both counts:
I think a certain amount of exaggerated importance given to somewhat silly ideas is key.

Shake it Off is spoilt by the stupid rap bit. It's good though, especially by modern standards.
Happy is too much of a facsimile.
Hey Ya, however, actually is perfect. In fact, one of the last great, universal pop records.
