Toyah and Hazel O'Connor just out of principle. No or yes out of principal? Hazel O'Connor is operatic rather than quirky, so I'm not sure she fits. I'm assuming you're talking about 'new wave' quirky (at least that's what it was called then)...trebly guitars with short, dissonant lead lines, yelpy vocals, maybe a bit of synth but not exclusively...am I on the right track? To me "Turning Japanese" fits it at least as well as Television.
