I think I get what the thread is about but there's lots of grey areas...
Squeeze - Cool for Cats Wire - I am the Fly Ian Dury & TB - Rhythm Stick? Madness, The Specials?

That's not quirky, it's godhead.
What about HMHB? And the Undertones had squeaky vocals and unusual themes. Anything by the Fiery Furnaces fits the bill

Undertones and Fiery Furnaces are good calls. Some of them anyway. Especially with Feargal Sharkey's vocals.
Makes me think Go Team! would work too.

I'm not sure that I'd class HMHB as straight pop, and besides I doubt that a Californian would know what Trumpton Riots or Dickie Davis Eyes was on about.

Fair points both, although I wouldn't class many of the selections so far as pop in the strictest definition.

What? Who? I'm waiting for Rayge to respond with a big word I have to look up.

Half Man Half Biscuit, a hit/miss Fall-lite band with lyrics usually around UK cultural ephemera. Probably the only band in existence that could reference John Bunyan and making love to The Residents in the same verse in a song about shoe polish:

I wrote a long passage about how Pulp would qualify, but it came from a perspective of despising them. The post didn’t post for some reason.
Yelpy. Quirky for sure.
I thought they were a fucking joke when they appeared regularly in late nite telly, before they broke big. Like wannabe New Romantics, with the synth, pressing one button at a time. Chancers. I couldn’t understand why people took them seriously. Some sort of ironic gesture.
