Well, I take some issue with HMHB being a novelty comedy act. Maybe if you only know Joy Division Oven Gloves or Trumpton Riots you'd think that. I don't know if your rules would allow Jake Thackray but here he is anyway

The Fugs could do uproariously funny and melancholic melodic. They sure as (a river of) shit weren't a comedy act.

Tom Waits - especially on Nighthawks at the Diner - pulls it off pretty effectively. It's a favourite live LP of mine and even the jokes bear repeated listens to my ears. It's character driven, so if you don't buy that you're never going to get it.
He does it elsewhere, too. There's spoken word jokes on later records (especially on Orphans...). 'Step Right Up' is great...

Again a personal obsession, but there's few bands who managed such a level of satire concerning America's suburban underbelly. "I killed a woman in the '10 items or less lane'" is one of the great opening lines.

And I don't care for much Kevin Blechdom, or Blectum from Blechdom for that matter, but the lyrics to this are sheer genius:
