I'm not sure I agree with Scruton there, I don't think you can create an objective criteria for art and music. I don't have time to expand on that now, but I will return to it later...there's potentially a very interesting discussion there.

Scruton makes the mistake of reductionism, using 'melodic' as the criteria why "Heartbreak Hotel" may be greater than "Poker Face", but using that criteria then we'd have to conclude that "The Frog's Chorus" is better than "Sex Machine" because it's more melodic, and of course that would be nonsense.

I don't think he's much of a Randite. I'd say he's a traditional High Tory conservative and aesthete, in favour of the small state and strong self-starting community bonds.

I only know him through his opinions on Wagner but given what he’s said about the Ring Cycle – in particular in relation to the dramas sacred moments of sacrifice and love - I'd struggle to believe he was into objectivism.
