So the Govt are removing mandatory public funding for the BBC, saying that they want it to find a new funding model. Whether or not this came about due to the PM's very precarious position is not important to this discussion - as we know that this has been floated before. The fact is that the number of people viewing the BBC has declined, mostly due to the range of choice available. In 2018 over 120,000 people were prosecuted for not having a licence. What they should be doing is looking at making a great deal of their older content available to view with a monthly fee. So, for example, if I want to watch an old Monty Python or maybe Our Friends in the North and all of those old drama series, I can do so.

I'd pay for the BBC happily and will continue to do so for their content, but am in agreement that it should not be mandatory. Same here. I think the funding model is an anachronism, and needs reform. I've seen a lot of people posting on social media about how great the BBC is, and how they will happily pay for it. To be polemical for a moment, if that is so then there should be no problem with the BBC maintaining its funding if the mandatory licence fee is done away with.

I do think it needs some form of subsidy, but would agree the current model has become outdated.

Can someone give a brief explanation of how it works? Do people in the UK receive an invoice from the BBC that they have to pay whether they use the service or not?

They send letters to addresses with no licence and will enforce further if they've reason to believe someone's living there, who would have to prove that they don't watch TV (and it includes BBC services on devices now). Refusing to pay is an actual criminal offence.
